Health Department Official Hired by Horizon Foundation

The Horizon Foundation has announced that Glenn E. Schneider, Director of Health Policy for the Howard County Health Department, has been hired as Chief Program Officer, effective Feb. 1.  Howard County's largest philanthropy, The Horizon Foundation addresses community health issues through strategic grants, community programs and partnerships with private and public institutions.

"Glenn provides a deep skill set in the area of community health," said Richard M. Krieg, the Foundation's President and CEO.  "He came in first in a large regional search. We think that he's a near perfect match for this position."

As Chief Program Officer, Schneider will work in the development and implementation of major Foundation initiatives.  This includes identifying and overseeing project consultants.  He will also be responsible for evaluation activities at the organization and grantee levels.  In addition, he will work in the community carrying out Foundation projects.

Schneider's Health Department work included developing the nation's largest drive-through flu clinic, enacting the country's first ban on indoor tanning for minors and implementing the Healthy Howard Health Plan.  He previously served as Executive Director of the Maryland Health Care for All Coalition.  The Coalition advanced one of the nation's largest Medicaid expansions as well as a model prescription drug discount program for the uninsured.  He has also worked for The Maryland State Medical Society and Smoke Free Maryland Coalition, and served as Federal Project Director for the Maryland Department of Health and Mental Hygiene in the area of tobacco use prevention.  Schneider has a Masters Degree from the University of Pittsburgh's Graduate School of Public Health.

Schneider, his wife Janice and their two sons are Howard County residents.

The Horizon Foundation was established in 1998 as a result of the merger of Johns Hopkins Medicine with Howard County General Hospital. Its mission is to promote and enhance community health and wellness in Howard County.

The Foundation’s current initiatives include assessing and implementing strategies aimed at improving physical activity, healthful eating and other positive lifestyle changes; implementing the Southeast Health Initiative, which focuses on improving the determinants of health and wellness in southeastern Howard County; and working towards improving the efficiency and effectiveness of individual health and human service agencies and the overall service delivery system.
