Rashel has over six years of experience in community engagement, education, program development and advocacy. She has a passion for holistic well-being, strengthening communities and racial equity.
At the Horizon Foundation, Rashel employs outreach and organizing efforts that support program and policy initiatives. Rashel also works to foster relationships and strengthen communication between county residents and organizations passionate about mental health, physical health and wellness. Rashel’s work primarily focuses on supporting grantees and partners on the issues of mental health and advance care planning. She helps organizations reach students, parents and families to promote mental health education and awareness, with an emphasis on addressing signs and symptoms of depression and anxiety in youth. She also supports Speak(easy) Howard partners as they encourage community members to name a health care agent and engage in conversations about their health care wishes.
Prior to joining the Foundation, Rashel served as a Black Student Achievement Program liaison for the Howard County Public School System, where she was in charge of a wide range of initiatives, including advocating for African American students through social, emotional and academic support at Howard High School. Through her experience with the school system, Rashel has facilitated close relationships with students, families, school leaders and community organizations to coordinate multiple events and efforts to support students and their families. These efforts included spearheading student surveys on school climate, establishing classroom conversations on racial equity and holding a workshop for rising ninth graders and parents that attracted more than 200 people.
Rashel holds a bachelor’s degree in psychology from the University of Maryland, College Park, and a master’s degree in human and social services from Walden University. Rashel is a Howard County native and currently lives in Columbia.

Why I care about promoting health and wellness
We all want to be happy, and to make that happen, we need to live healthy lives. Taking care of our health and wellness should not be a privilege, but a lifestyle accessible to everyone.
